Personnel training system for internal affairs bodies discussed in Kyrgyzstan

Bishkek, Mar. 4, 2019. /Kabar/. An expert round table was held in Bishkek to discuss the preliminary results of a study of the system of personnel training for the internal affairs bodies of the country, the For the Reforms and the Result Civil Union reported.

The discussion was attended by leaders and teachers of the Academy of the Ministry of Internal Affairs and the Republican Training Center of the Ministry of Internal Affairs, students of these educational institutions, representatives of the Government Office of the Kyrgyz Republic and the civil sector, Ombudsman of the Kyrgyz Republic Tokon Mamytov.

The participants discussed recommendations on the system of training and retraining of personnel in the internal affairs bodies of the Kyrgyz Republic. Previously, proposals from all interest groups were collected during country surveys.

At the round table, the need for more careful selection of both teachers that train future militia officers and students in educational institutions was highlighted.

Among the measures is a more careful study of the package of documents that candidates submit when they enroll for study or work. It is important to carefully study the authors of letters of recommendation of applicants.

The need to strengthen the training component in psychological training of militia personnel was particularly noted. “So that the police could cope with the psychological difficulties with which work in the internal affairs bodies is accompanied, and not pass on negative and aggression to others,” participants of the expert discussion emphasized.

The idea was voiced that the functions of the military-medical commission in the study of psychological qualities should be outsourced to independent structures. This will help ensure objectivity of selection.

Among the important measures are also the improvement of the training component in communication skills with the public, and especially with the victims of crime.

In addition, during the round table, the idea was supported about the need to retrain current militia officers when they move from one position to another, if the work in the new position is completely different. For example, such training will be required if an employee is transferred from the traffic miitia to the juvenile affairs inspectorate.

They also discussed the recommendation on external control from civil society, the population, as the main consumer of government services to ensure protection and law and order, which are provided by the militia.

These recommendations are part of an analytical document currently under development. Previously, they were voiced by survey participants and interviews from among cadets and teachers of the Academy and the Republican Center of the Ministry of Internal Affairs of the Kyrgyz Republic, heads of internal affairs bodies, representatives of national human rights institutions and civil society. The purpose of the last round table was to discuss all recommendations in order to include the most important and viable in the final analytical document on training in the police of Kyrgyzstan. The study was conducted by the Civil Union with the support of the Soros Foundation-Kyrgyzstan.
