Bishkek, Jan.22, 2020. /Kabar/. President of the Kyrgyz Republic Sooronbay Jeenbekov received on Wednesday Minister of Labour and Social Development of the country Ulukbek Kochkorov.
The President and the minister discussed measures on implementation of the decree on Declaring 2020 the Year of Regional Development, Digitalization of the Country and Support for children, the President’s press service said Wednesday.
Jeenbekov particularly noted that as part of the implementation of the Decree, two directions should be given priority attention - automation of the process of social services provision and ensuring effective social protection of children and childhood, aimed at supporting the institution of the family.
The President drew attention to the importance of developing new mechanisms and methods to support socially vulnerable categories of citizens, children in difficult life situations and disabled children.
Minister Kochkorov spoke about the work being done to digitize the system of social protection of the population and labour sphere, to support children, including those from socially vulnerable sectors of the population.
He informed that in order to improve the quality, targeting and efficiency of services provided to the population, the work on digitalization of the whole system continues.
At present, two automated databases are fully functioning at the ministry-Corporate Information System of Social Assistance (CISSA) and Labour Market Information System (LMIS), which will allow to eliminate the possibility of mechanical errors in the appointment of benefits, minimize corruption risks and eliminate the possibility of double appointments.
Ulukbek Kochkorov stressed this allowed saving up to KGS 1 billion of budget funds. In addition, it was possible to increase the number of recipients of child benefits by 60 thousand children, and improve the quality and quantity of services for people with disabilities by saving money.
For today, the ministry has been fully connected to the Tunduk interdepartmental electronic interaction system, which resulted in obtaining more than 860 thousand certificates and data in e-format by the end of 2019.
The labour minister added an automated database of children in difficult life situations has been developed.
At present, the system is being piloted in 5 regions of the country. The relevant state bodies will be connected to it, which will make it possible to promptly react and take decisions on emerging issues.
Ulukbek Kochkorov noted the full launch of the automated database of children is expected in March 2020.
