Bishkek, May 10, 2020. /Kabar/. President Sooronbay Jeenbekov received Chairman of the National Bank of the Kyrgyz Republic Tolkunbek Abdygulov.

Measures to ensure stability and security of the banking and payment systems, stable macroeconomic situation in the conditions of influence of the coronovirus infection pandemic on the world economy were discussed, the Kyrgyz President’s press service reported.
President Jeenbekov drew attention to the importance of maximum reduction of risks to the national economy in the situation in international financial markets and economies due to the spread of coronovirus infection.
He stressed the need to support economic spheres, business entities and the population, which were negatively affected by the consequences of the coronavirus infection.
Also, the Kyrgyz leader paid attention to importance of activation of works on digitalization of bank services, introduction of system of the remote identification allowing as much as possible to transfer service of clients on digital platforms and to raise conveniences for them at reception of services.
Chairman Abdygulov noted that in conditions of emergency and state of emergency, the banking and payment systems continue uninterrupted payment, transfer operations and timely meet the needs of the economy and population in banking services and money means.

Payments and settlements are also carried out using digital financial services provided by commercial banks on a remote basis and through banking equipment, installed in all regions of the country: 1 thousand 744 ATMs, 11 thousand 260 POS-terminals and 1 thousand 927 payment terminals.
In addition, Abdygulov spoke about the measures taken by the National Bank to mitigate the negative economic impact of the spread of coronavirus infection, as well as to support business entities and the population.
It was noted that along with other measures, the National Bank recommended financial and credit organizations to provide borrowers with deferral of credit payments for a period of at least three months, and prohibited imposing fines and penalties for late payments on the loan, to charge and collect commission fees when reviewing the terms of loan agreements.
According to Tolkunbek Abdygulov, to date, the commercial banks have restructured 90 thousand 151 loans for a total of KGS 58.1 billion within the framework of providing easing to borrowers.
Sooronbay Jeenbekov noted the need to strengthen control over the process of loan restructuring by commercial banks, taking into account the individual approach to each client.
