President receives SPMF Chairman Isakulov

Bishkek, Jan.31, 2020./Kabar/. Kyrgyz President Sooronbay Jeenbekov received on Friday Jyldyzbek Isakulov, Chairman of the State Property Management Fund (SPMF), his press service said.

The President got acquainted with the process of digitalization of the state property management system.

SPMF chairman presented information on the work carried out to automate the system. He informed that an electronic register of state property leased out with the indication of about 10.5 thousand objects has been developed. In 2020, it is planned to launch an electronic online procurement auction and to conduct an inventory of another 1261 joint stock companies.

At the end of 2019, the total amount of budget revenues from the State Property Management Fund made KGS 2.4 billion.

Jyldyzbek Isakulov said the work on transfer of all joint stock companies and state enterprises to electronic reporting is underway.

In addition, a new website of the Fund has been developed, which displays full information on financial activities, income and expenditures of state companies and joint stock companies.

At the same time, within the framework of the Year of Regional Development, Digitalization of the Country and Support for Children, the works on return of kindergarten buildings to state ownership will be continued.

President Sooronbay Jeenbekov emphasized that the priority should be to increase the transparency and efficiency of the system of state property management by introducing advanced digital technologies.

In order to improve the said system, in addition to mechanisms of nationalization, he noted the need to introduce mechanisms of public-private partnership, investment lease, asset management.

Also relevant is the introduction of the Single Window principle in all spheres, providing public and municipal services to the population.

In order to increase the efficiency of state companies, there is need to strengthen the coordination of their activities through the introduction of information and automated systems of interconnection with the SPMF.
