Bishkek, Jan. 9, 2019. /Kabar/. “Rural development remains a priority of the state policy,” President Sooronbay Jeenbekov told at a meeting with residents of Sokuluk region, Chuy oblast.
The country leader noted that in 2018 the main efforts were aimed at the development of regions. “The support of villages, especially the people who live at the border, means preservation of the territorial integrity of the country. The notions “region”, “village” should penetrate deeply into the consciousness of every official,” the President said.
He spoke in detail about the work performed in the year of regional development.
Last year, special attention was paid to opening of new jobs, creation of favorable conditions for the development of entrepreneurship in the regions.
New enterprises are exempt from inspections of control bodies for a period of 3 years, a moratorium on unreasonable business inspections has been introduced, value added tax for local agricultural processing enterprises has been reduced by 80 percent, new laboratories for product certification and standardization have been built. Export-oriented industrial enterprises in subsidized regions are provided with benefits based on investment agreements.
Enterprises of light processing industry, energy and assembly enterprises are exempt from taxes on profits, sales, property and land for a period of 5 to 10 years. Entrepreneurs importing technological equipment are exempt from customs duties.
Funding for agriculture has improved. In 2018, under the Financing of Agriculture 6 program, 11 commercial banks issued over 11 thousand loans for a total amount of 5.5 billion soms. Through the Ayil Bank and RSK Bank, 1.8 and 1.7 billion soms were issued. The State Guarantee Fund issued guarantees to 636 projects in the amount of 690 million soms. This fund, together with partner banks, doubled the volume of loans issued in the regions. Their total amount constituted 2.4 billion soms.
The Russian-Kyrgyz Development Fund has reduced the direct funding threshold from $ 1 million to $ 200 thousand. As a result, 1,646 projects were financed for a total amount of $ 300 million, 55 percent of which were issued to the processing industry and the agro-industrial complex.
In the regions of the country in 2018, more than 2,500 new jobs were created, in total more than 200 new enterprises engaged in processing, storing and sorting agricultural products, as well as tose active in the field of textile-sewing, construction production were opened.
The state mortgage lending rate has been reduced from 14% to 10%, then by 8%. For employees of budget-funded institutions, it will be reduced to 7%. In the future, the state mortgage with a low rate will be available not only to state employees, doctors and teachers, but also to all citizens who need housing.
In addition, the President spoke about projects in the areas of transport, social infrastructure, energy, efforts made in foreign policy, and noted that work on the development of regions will continue in the next years of his presidential term.
He also focused on the implementation of the judicial reform. The President noted that from now on, people who commit misconduct, especially teenagers, will not be held in prisons together with criminals, and will be protected from the negative influence of criminal circles.
“No reform is without flaws. But we must not retreat from the course taken. Criticism is expressed regarding some norms of new codes and laws. They will be eliminated in the course of reforms as needed. For example, there are opinions that individual fines are costly. The parliament and government will consider them. However, we must learn to maintain discipline. We will definitely implement these reforms,” Jeenbekov said.
In addition, he said that the fight against corruption will certainly continue, it will always be a priority for his presidential work.
“The scope of corruption in the country turned out to be much wider than we had thought. Many facts are revealed, many more glaring facts will be revealed soon,” he noted.
The President noted that anniversary events dedicated to the 90th anniversary of great writer Chyngyz Aitmatov, the Third World Nomad Games were held at a high organizational level.
“Most importantly, our strategic steps, efforts have found the support of all Kyrgyzstanis. Therefore, I want to express my sincere gratitude to compatriots for their support,” the President concluded.
