President Sadyr Zhaparov signs first decrees

Bishkek, Jan. 30, 2021 / Kabar /. President of Kyrgyzstan Sadyr Zhaparov signed his first five decrees, the press service of the president reported.

Thus, he signed Decrees on the spiritual and moral development and physical education, a new personnel policy, protection of property and support for entrepreneurs and investors, improving the migration situation and reforming the mining industry.

In order to support the most important direction of domestic policy - educating citizens through high moral standards, traditions, traditional family and social values, a healthy lifestyle, familiarizing with the system of common human values, reflecting the wealth, originality and unity of the cultures of the peoples of the country, the first Decree of President Sadyr Zhaparov was the decree "On spiritual and moral development and physical education of the individual."

Implementation of the Decree "On a new state personnel policy" will create conditions for ensuring equal access of citizens to the state and municipal service, create an effective personnel reserve for all positions with the involvement of professionals and progressive youth, improve the system of retraining and raising the skills of employees, provide conditions for employees of state bodies and local self-government bodies for career growth, to reduce the risk of corruption in dealing with personnel issues.

The decree "On the protection of property and support for entrepreneurs and investors" provides for measures to strengthen the protection of property, entrepreneurs and investors, to exclude unjustified state interference in the economic activities of business entities. It aims to increase investor confidence, create a favorable investment climate and business environment.

Currently, a significant number of Kyrgyz citizens are forced to carry out temporary labor activities outside the country. The economic crisis caused by the coronavirus pandemic negatively affected the situation of labor migrants, and in March 2020, they started to return to the country, which led to an increase in unemployment. In this regard, in order to stabilize migration processes, a decree was signed "On the adoption of measures aimed at improving the migration situation."

The main objectives of the Decree "On Reforming the Mining Industry of the Kyrgyz Republic" are to improve the regulatory and legal framework in the field of subsoil use, to implement measures to eliminate existing problems in legislation, government regulation, to ensure the rational use and protection of subsoil, industrial and environmental safety, to create conditions for attracting investments in the subsoil use, etc.

This Decree provides that the development of subsoil plots of national importance will be carried out exclusively by national mining companies with 100% participation of the state in the authorized capital, with the exception of enterprises that have licenses and develop subsoil plots of national importance at the time of the adoption of the Mining Code of the Kyrgyz Republic.
