Presidential candidate Zhaparov suggests to hold on Jan. 10 referendum on form of government

Bishkek, Nov. 24, 2020. /Kabar/. Presidential candidate Sadyr Zhaparov intends to propose to deputies of the Jogorku Kenesh to hold a referendum on the form of government together with early presidential elections.

In an interview with Channel 7 the candidate explained that he proposes to add two points to the bulletin for voting: the first point about what form of government the people want: presidential or parliamentary, the second one - to reduce the number of MPs to 90 (current number is 120) and make the election system mixed, that is, 35 deputies should come by single mandate, and 55 - by party system.

"You know my position, I think it is necessary to conduct parliamentary elections by a single mandate system. But after the discussions it is suggested to add a party one because women and youth may not pass to the parliament by single mandate," he said.

Zhaparov noted the Constitutional Counsel may consider amendments to the Basic Law without haste while the people will express their desire on these two issues.

Besides, the presidential candidate responded to criticism that he is the author of the new amendments to the Constitution.

"The proposed draft Constitution is an alternative one that has been in force since 2010. Its authors are more than 20 people, including academicians, doctors of law. I made only two proposals for amendments. This is to unite the presidential and government offices in the management system and maintain the Parliament and the Kurultai (a representative form of citizens’ participation in the discussion and decision making on issues of state and public importance),” he said.
