President's meeting with residents of Kyrgyzstan's Toktogul region

Bishkek, Oct.17, 2019. /Kabar/. Today, Oct. 17 President of Kyrgyzstan Sooronbay Jeenbekov is meeting with residents of Toktogul region as part of his two-day working trip to Dzhalal-Abad Oblast.

In his speech, the President reminded that, as a presidential candidate, he promised to pay special attention to the issue of regional development, his press service said.

Sooronbay Jeenbekov dwelt on the ongoing work on digitalization of the country, development of regions, reduction of internal and external migration, business support, provision of new jobs, improvement of living standards of rural residents, redirection of budget, tax, monetary and credit policy to the regions, creation of conditions for rural development.

The Kyrgyz leader noted local enterprises processing agricultural products were granted 80% VAT benefits. The industrial enterprises, established in the subsidized regions, are exempt from the profit tax, sales tax, land and property tax for the period from 5 to 10 years. Entrepreneurs involved in the import of technological equipment are exempt from customs duties. New laboratories have been built to certify and standardize products.

Based on the results of 8 months of 2019, loans and guarantees worth over KGS 18.9 billion were provided. 80 % of projects are aimed at supporting entrepreneurs' initiatives in the regions.

As for the energy sector, it was noted that the Toktogul HPP is undergoing reconstruction, which has not been carried out in the last 40 years, until 2023 the work on replacement of hydroelectric generating units will be completed, as a result of which the capacity is increased by 240 megawatts.

According to the President, the funds saved at the Toktogul HPP will be redirected to the rehabilitation of the Uch-Korgon HPP. At present, work is underway to commission the second unit of the Kambar-Ata HPP.

Reconstruction of the At-Bashy HPP continues. Efforts are being made to attract investors for the construction of the Kambar-Ata-1 HPP and the Upper Naryn HPP Cascade. The CASA-1000 project begins construction of power lines.

Jeenbekov also spoke in detail about the “Tunduk” electronic system, the “Digital Region” digital platform, the Safe City and Safe Traffic projects, aimed at eliminating the human factor and corruption in the provision of public services.

As part of the Digital CASA project, the regions will be provided with the Internet and new technologies would be widely introduced in schools and hospitals.
