Kyrgyzstan bans production, sale and free distribution of bags and plastic products from 2027

Bishkek, Aug. 11, 2023. /Kabar/. President Sadyr Zhaparov signed the Law of the Kyrgyz Republic "On limiting the circulation of plastic film bags and plastic products in the territory of the Kyrgyz Republic."

This Law was adopted by the Jogorku Kenesh on June 29, 2023.

The adopted Law is aimed at reducing the harmful effects of polymeric materials on health and the environment in the territory of Kyrgyzstan by establishing restrictive measures aimed at introducing a ban on the circulation (import, production, use, sale) of polymer film bags and plastic products.

Starting from January 1, 2027, a ban on the production of bags made of polymer film and plastic products is introduced throughout the country (with the exception of bags produced for export, bags made of biodegradable polymer materials that do not have handles and are sold for household use), sale of plastic film bags and plastic products, free distribution of plastic film bags and plastic products in trade and services.

At the same time, after fifteen days from the date of the official publication of the adopted Law:

- the absolute circulation of plastic film bags and all types of plastic products is prohibited on the territory of the resort and recreational zone of the Issyk-Kul region,

- in specially protected natural and biosphere territories of the Kyrgyz Republic, a ban is introduced on the import of bags made of polymer film (with the exception of bags imported by individuals for personal use when transporting and packaging goods and personal belongings, as well as transit movement of goods in sealed cargo compartments) and plastic products, use and sale of plastic film bags and plastic products, free distribution of plastic film bags and plastic products in trade and services.

At the same time, in the specially protected natural and biosphere territories of the Kyrgyz Republic, from January 1, 2024, a ban is introduced on the production of plastic products and bags made of polymer film (with the exception of bags produced for export, bags of biodegradable polymer materials that do not have handles and are sold for household use). ).

The adopted Law enters into force fifteen days after its official publication.
