Bishkek, Oct. 25, 2021 . / Kabar / . The Ministry of Transport and Communications of Kyrgyzstan is submitting for public discussion the draft decree of the Cabinet of Ministers "On Approval of the Main Directions of Development of the Road Sector for 2021-2030".
According to the document, the goal of the project is to update the existing Road Sector Development Strategy, taking into account the stages of implementation of the Strategy items completed in previous years, the need to implement a strategic document of the country's development and implementation of agreements within the framework of interstate associations.
The main directions of development of the road sector for 2016-2025 approved by the Decree of the Kyrgyz Government in order to develop the road network of the republic and improve the management system of the road sector.
In terms of financing of the road sector, the problem remains the same. The road sector is financed within 50-55% of the total need, while the period from 2017 to 2019 is characterized by an increase of funds from the budget for road maintenance, while their share in the total state budget decreases.
In this regard, the position on the introduction of toll roads and automatic system of collecting fines from heavy road transport is also emphasized.
Meanwhile, measures to reform the road sector, the development of the road network, the development of state and local roads, improving road safety, the development of quality management system, road preservation, financial planning, the development of public-private partnerships, performance-based contracts are still relevant.
