Bishkek, Jan. 23, 2019. /Kabar/. The conference “The Role of Deputies of Local Keneshes (councils) in the Development of Regions” was held in Bishkek, the press service of the Union of Local Governments of Kyrgyzstan reported.
The event had been organized by international organizations working on the development of local self-government together with the Union of Local Governments of the Kyrgyz Republic.
The conference was attended by deputies of the Jogorku Kenesh (Kyrgyz Paliament), local keneshes and representatives of state bodies of the Kyrgyz Republic.
During the conference, a presentation and discussion of such documents as The Role of Deputies of Local Keneshes in the Development of Regions through the Prism of the National Strategy of the Kyrgyz Republic for 2018–2040, The Concept of Regional Policy of the Kyrgyz Republic for 2018–2022 and the Program of Development of Local Self-Government of the Kyrgyz Republic for 2018-2023, Administrative and Territorial Reform in Kyrgyzstan. Problems and Prospects took place.
The Union of Local Governments of the Kyrgyz Republic presented the Code of Ethics of Deputies of Local Keneshes and discussed ways of further cooperation with the conference participants. Moreover, the conference participants discussed in detail the issue of effective use of the local budget and increasing its revenue, problems of inter-budgetary relations.
During the conference, special attention was paid to establishment of a direct dialogue between the deputies of the Jogorku Kenesh and the deputies of local keneshes for the further development of the regions.
Deputies of local keneshes made proposals on the development of local self-government and increasing the role of deputies of local keneshes.
