- Sadyr Nurgozhoevich, what are your impressions of your visit to Moscow and meeting with Vladimir Putin? Are you satisfied with the achieved results?
- The impressions are the best. We have talked with Vladimir Vladimirovich for a long time, discussed a variety of topics, areas of cooperation between Russia and Kyrgyzstan. Our two-hour conversation turned out to be very warm, confidential and productive. I hope that this meeting will become a good foundation for further joint work.
- What are the most important issues on which agreements have already been reached?
- All the issues discussed at all the meetings in Moscow were very important. We can highlight the military-defense assistance that Russia will provide us to ensure the security of our republic and region. Then, as you know, an agreement was reached on the construction of 44 boarding schools with Russian language of teaching in different regions of Kyrgyzstan. Teachers from Russia will be involved in their work. This is both economic aid and assistance in the fight against coronavirus. Discussions have begun on a new tariff policy for gas and fuels and lubricants through Gazprom and the resumption of regular flights between Kyrgyzstan and Russia.
I would like to emphasize that we also discussed some large joint projects that were frozen in recent years. There is a potential for their restoration and implementation.
In general, I can say that all the goals that we set for this visit have been achieved.
- Sadyr Nurgozhoevich, even at the meeting with Vladimir Putin, the constitutional reform was mentioned. Russian partners are waiting for the stabilization of the political situation in Kyrgyzstan. What changes are you expecting after the adoption of the new Constitution?
- Of course, all our partners are waiting and wish us stabilization of the situation so that cooperation in all areas can be resumed. Investment projects, which are very important and necessary for us, also await this.
Changes after the adoption of the new Constitution will be as follows:
There are three "forces" now. This division has been going on since 2010. President, parliament, government. Each has powers of authority, but is not responsible for anything. More precisely, there were many leaders, but no one was responsible for the fate of the people and the state. Now, according to the Constitution, a specific person in charge is determined - this is the president.
Therefore, if people vote for the draft of the new Constitution, it will bring clarity and eliminate the chaotic system of government in our country. Power comes and goes, but the people and the state remain for centuries. This means it is necessary to create a management system that will work for people and the state. If the people vote for the draft of the new Constitution, this will be the right decision.
Other significant changes will affect personnel. They will be recruited based on competence and professionalism, not through acquaintanceship. State bodies are being optimized. In fact, optimization began immediately after the approval of the new government. In the future, if any shortcomings are revealed, they will be eliminated, and the errors - corrected. In fact, the first decisive steps have already been taken, and the constitutional reform will consolidate them.
