Bishkek, May 24, 2024. / Kabar/. President of Kyrgyzstan Sadyr Zhaparov met today with members of the Council of Heads of Security Bodies and Special Services of the Commonwealth of Independent States (CIS) member states.
Bishkek is hosting the 54th meeting of the Council of Heads of Security Bodies and Special Services of the CIS member states.
Welcoming the participants of the meeting, the head of state noted that the CIS was established more than 30 years ago at a time of serious geopolitical changes.
"It is gratifying that the Commonwealth unites us on the basis of common values and has long established itself as a key instrument, first of all, for strengthening friendly and good-neighborly interstate relations that take into account the interests of the Organization's countries. Last year, the Kyrgyz Republic chaired the CIS, the successful conduct of which was noted during the meetings of all statutory bodies of the Commonwealth," Sadyr Zhaparov noted, emphasizing that the main emphasis in the work within the framework of the presidency was focused on strengthening confidence and security in the region.
Reaffirming Kyrgyzstan's commitment to strengthening the integration of the CIS member states and enhancing cooperation in the multilateral format, President Zhaparov noted that since its establishment, the Council of Heads of Security Bodies and Special Services has been doing invaluable work to strengthen the security of the Commonwealth, implementing practical steps to build up fruitful multilateral cooperation and collaboration in countering modern challenges and threats.
During the meeting Sadyr Zhaparov noted the most acute problem of terrorism and extremism in the field of security. He emphasized that Kyrgyzstan strongly condemns terrorism in any form of its manifestation, which has turned into one of the dangerous in its scale, unpredictability and consequences socio-political and moral problems.
"No country in the world can cope with the threat of terrorism alone. It should be noted that new terrorist risks and threats have recently emerged, with cybercrime and cyberterrorism posing the greatest danger. In this context, an important role is played by the Program of Cooperation of the CIS Member States in Combating Terrorism and Extremism for 2023-2025 signed jointly with my colleagues within the framework of the meeting of the CIS Council of Heads of State in October 2022 in Astana, which is in demand and relevant. In addition, last year the State Program of the Kyrgyz Republic on Combating Extremism and Terrorism for 2023-2027 was adopted," the head of state stressed.
Addressing the representatives of security agencies and special services of the countries, Sadyr Zhaparov emphasized that the Council of Heads of Special Services is one of the important structures for combating the extremist-terrorist threat, which is becoming increasingly large. The ongoing changes in the world, characterized by growing uncertainty, turbulence and conflict, as well as the recent tragic events of March 22 this year in Crocus City Hall near Moscow with numerous human casualties, once again demonstrated the need to strengthen the role of intelligence services, improve their work and joint efforts to ensure the security of our states.
The head of state emphasized that under these conditions, the Council's decisions are the key to ensuring security of the CIS member states.
In conclusion, President Sadyr Zhaparov expressed confidence that the results of the 54th meeting of the Council would create the necessary conditions for further strengthening and deepening of joint cooperation.
Director of the Federal Security Service of Russia Alexander Bortnikov, who is chairing the meeting, thanked President Sadyr Zhaparov for the warm welcome and noted that the main topic of today's event is countering international terrorism, which poses a serious threat to the stability and security of the CIS countries and other regions of the world.
He also stressed that the main attention is expected to be paid to the development of common approaches to assessing security threats to the CIS countries and improving the effectiveness of cooperation between intelligence services to neutralize them
