Bishkek, May 19, 2023. /Kabar/. President of Kyrgyzstan Sadyr Zhaparov, as part of a state visit to China, met in Beijing with Premier of the State Council of the People's Republic of China Li Qiang.
An exchange of views took place on a wide range of issues of bilateral and multilateral cooperation between Kyrgyzstan and China.
Li Qiang, welcoming Sadyr Zhaparov, noted the successful completion of the first Central Asia-China Summit held in Xi'an.
He stressed that the Xi'an Declaration outlined a new plan for the development of relations between the countries of Central Asia and China, new directions for deepening cooperation.
Li Qiang dwelled on the meeting of the leaders of the two countries, as a result of which the Joint Declaration of Kyrgyzstan and China on the establishment of a comprehensive strategic partnership in a new era was signed. Thus, bilateral relations are brought to a new level.
He expressed confidence that effective Kyrgyz-Chinese strategic multifaceted cooperation will be built under the leadership of the two leaders.
“We are ready with our Kyrgyz friends to implement the important agreements reached between the two countries. China will always be a reliable partner of Kyrgyzstan,” Li Qiang assured.
In addition, he said that the Chinese side firmly supports the path of development chosen by the people of Kyrgyzstan, and is ready to assist in the implementation of the National Development Program of the Kyrgyz Republic until 2026.
Li Qiang noted with satisfaction the positive dynamics in mutual trade between the two countries. According to him, China has a huge market and is open to Kyrgyzstan, in connection with which he expressed interest in importing high-quality agricultural products from Kyrgyzstan.
At the same time, he added that China supports expanding cooperation in regional development, improving infrastructure at checkpoints, wind and hydropower, and other mutually beneficial projects.
The Premier of the State Council also stressed the special importance of the implementation of the China-Kyrgyzstan-Uzbekistan railway construction project.
Touching upon cooperation in the field of tourism, he emphasized that Kyrgyzstan is included in the list of countries recommended for visiting by tourists from China.
In turn, Sadyr Zhaparov congratulated Li Qiang on his election as Premier of the State Council of the People's Republic of China in March this year and wished him success in his responsible post.
The president noted with satisfaction that the Kyrgyz-Chinese relations today are at the highest level.
“The day before, in Xi'an, we held very productive talks with the distinguished President of the People's Republic of China, Mr. Xi Jinping. An open confidential exchange of views took place on a wide range of issues of Kyrgyz-Chinese relations. Important agreements have been reached on the further development and strengthening of our relations in the political, trade, economic, cultural and humanitarian fields, in the field of security, as well as on interaction in the international arena. It is important to note that the Kyrgyz-Chinese relations have reached a new qualitative level - a comprehensive strategic partnership. There are no political disagreements or unresolved issues between our countries. We provide each other with support on topical, vital issues for each of our states,” Sadyr Zhaparov said.
He expressed confidence that this new mechanism of interaction within the framework of the Central Asia-China format will take its rightful place in a number of international and regional organizations, forums and dialogue platforms, like the Shanghai Cooperation Organization.
“The high level of political trust provides an excellent opportunity to expand and build up trade, economic, cultural and humanitarian cooperation between Kyrgyzstan and China. We regard China as one of the main trade and investment partners and are interested in developing trade relations and implementing joint economic projects of mutual interest. I note with satisfaction the dynamics of the growth of mutual trade, the volume of investments by the Chinese side in the economy of Kyrgyzstan,” Sadyr Zhaparov emphasized.
The president stressed that the Kyrgyz side welcomes and invites Chinese state and private enterprises, investors to do business in Kyrgyzstan, implement joint economic and investment projects.
“A large and important Kyrgyz-Chinese joint project today is the construction of the China-Kyrgyzstan-Uzbekistan railway. The construction of this railway is the contribution of our countries to the practical implementation of the initiative of the esteemed President of the People's Republic of China, Mr. Xi Jinping, on the joint construction of the One Belt, One Road,” said Sadyr Zhaparov.
The president also emphasized that one of the key roles in increasing the level of mutual trade is played by the work of checkpoints on the Kyrgyz-Chinese state border. To optimize their work, the Kyrgyz side proposes to transfer the operation of the Torugart and Irkeshtam checkpoints to a round-the-clock seven-day schedule.
At the same time, the head of state paid attention to the opportunities for cooperation between Kyrgyzstan and China on e-commerce projects and the introduction of digital financial technologies.
In conclusion, Sadyr Zhaparov invited Li Qiang to pay an official visit to Kyrgyzstan and take part in the meeting of the Council of Heads of Government of the SCO member states.
