Sadyr Zhaparov on reforms in mining industry

Bishkek, Feb. 26, 2021 / Kabar/. President of the Kyrgyz Republic Sadyr Zhaparov spoke about the ongoing reforms in one of the budget-forming sectors of the country - in the sphere of subsoil use.

In an interview with Rossiyskaya Gazeta, the Kyrgyz leader noted that attempts were made for decades to improve the situation in the country's mining industry, but the lack of consistency and purposeful state policy has not contributed to the development of this area.

"In this regard, to date, the reform of the mining industry in Kyrgyzstan has become one of the first items on the agenda and one of the potential priority areas of state policy. For this purpose, with the support of the people of the country, I believe that it is important to take a number of decisive measures to increase the productivity of the domestic mining industry, create a transparent system of legal regulation based on best practices, unlock the mineral potential of the country, create a favorable investment climate, etc.

I was one of the first to sign the Decree "On the issues of reforming the mining industry of the Kyrgyz Republic”. As part of its implementation, in particular, the Mining Code will be developed, aimed at creating an integral system of legislation in the sphere of subsoil use," said the president.

Moreover, Zhaparov noted that according to the Constitution, the land and its mineral resources are the exclusive property of the Kyrgyz Republic.

It is planned to establish the National Mining Company on the basis of state enterprises in the field of geology.

The Kyrgyz president also added that the transfer to the state of already developed deposits may have a negative impact on the investment attractiveness of the country, in this regard, the established national company will be given deposits for which no licenses have been issued.

“I believe that all these reforms in the mining sector will undoubtedly expand opportunities for further economic growth of the Kyrgyz Republic,” President Zhaparov.
