Bishkek, Nov. 28, 2024. /Kabar/. President of Kyrgyzstan Sadyr Zhaparov delivered a speech at the regular session of the Collective Security Council of the Collective Security Treaty Organization (CSTO), held in Astana.
The CSTO chairmanship in 2025 moved from Kazakhstan to Kyrgyzstan. At the beginning of his speech, President Zhaparov assured that Kyrgyzstan will make all necessary efforts to ensure the progressive development of the Organization.
Sadyr Zhaparov focused on areas of cooperation, primarily on strengthening foreign policy interaction through the further use of the practice of adopting political documents to outline common views on topical issues on the regional and international agenda. The president noted that the special attention is intended to be paid to continuing the dialogue with international organizations and third countries in areas of mutual interest to strengthen the role of the CSTO in maintaining peace and security. Kyrgyzstan will promote deepening cooperation with relevant structures of the CIS and SCO in the fight against international terrorism. In addition, work will continue to promote a positive image of the Organization in the media space.
The President also noted the further development of the military component by increasing the readiness of collective forces, improving the regulatory framework, implementing joint operational and combat training activities, and holding sports events. "We will take steps to develop the peacekeeping component of the CSTO, including by intensifying the activities of the Special Representative of the CSTO Secretary General on peacekeeping issues. It seems important to exchange best practices to improve the system of training military personnel," he said, adding plans to consistently improve the effectiveness of military-economic cooperation.
"In the area of countering modern challenges and threats, we will actively promote interaction on issues of preventing and suppressing the use of information technology for terrorist and extremist purposes. We will pay special attention to the development of practical cooperation within the framework of existing operations," the President said, noting the intention to hold an International Conference on Cyber Security in Kyrgyzstan in 2025. This conference will allow for a fruitful and meaningful exchange of views on current issues of cooperation in this area, discuss new trends, and develop proposals for solving pressing problems.
The head of state emphasized that another important area is seen as combating drug trafficking through the development of practical cooperation. In addition, it is planned to pay attention to cooperation in the field of biological safety, as well as the prevention and elimination of consequences of emergency situations within the framework of the work of the relevant Coordination Councils.
The President noted that strengthening the CSTO inter-parliamentary cooperation is an important mechanism for achieving the intended goals. In this direction, work will continue on harmonizing the legislation of member states; developing inter-parliamentary cooperation with parliamentary structures of other states and international organizations.
Sadyr Zhaparov noted the importance of consolidating the expert potential of leading state scientific institutions and higher education organizations in the interests of improving the quality of monitoring, analysis, assessment and forecasting of the situation in the CSTO area of responsibility in the context of modern challenges and threats. He emphasized the need to analyze the impact of subversive destructive ideology among young people for the further development of a set of measures to suppress them. In this regard, it is important not only to promptly identify and analyze manifestations of destructive ideology, but also to formulate comprehensive measures to prevent them.
At the end of his speech, President Sadyr Zhaparov thanked the Kazakh side for its successful chairmanship of the CSTO this year and expressed hope for comprehensive support from partners and close cooperation during Kyrgyzstan's chairmanship of the Organization. He noted that only through joint efforts can cooperation within the CSTO be strengthened, challenges and threats effectively countered, and the Organization's image enhanced.
