Sadyr Zhaparov takes part in meeting of Anti-Corruption Business Council

Bishkek, Nov. 16, 2021 / Kabar /. President of Kyrgyzstan Sadyr Zhaparov took part in the first meeting of the Anti-Corruption Business Council under the President of the Kyrgyz Republic.

Speaking at the meeting, the head of state noted that the Anti-Corruption Business Council is the body has been created in the country to develop the main directions of state policy in the field of anti-corruption.

In his speech President Zhaparov said that the country is moving along the path of renewal at a rapid pace, the systemic changes are underway. “For the first time, the Constitution contains anti-corruption norms. An inventory of legislation is being carried out. Contradictory laws are being corrected,” he noted.

President Zhaparov said that the state's anti-corruption policy is aimed at changing the system, which is carried out by solving tactical problems in the short term. “The business community, civil society, scientific and educational institutions have proposed priority tasks that need to be addressed as soon as possible. Many of your initiatives are related to legislation. Therefore, I believe that it is necessary to form a social order from business and civil society for the new composition of the Jogorku Kenesh, which the people will elect on Nov. 28,” he said.

The president reminded that two Decrees were signed, which should provide additional measures to protect business, to put a barrier to endless inspections of business by law enforcement agencies and other government agencies.

Sadyr Zhaparov added that economic issues, if they exist between business participants, should be resolved in courts, and not through criminal cases.

The president stressed the openness of activities of law enforcement and judicial authorities noting that trust in the anti-corruption policy of the state depends on their activities.

President Zhaparov also stressed clean reputation of investigators in the investigation department, who not involved in corruption schemes in the past. “The selection of investigators for the investigation department must be open, candidates must undergo a polygraph test and a psychological test to identify the employee's resistance against the temptation to corrupt acts,” he said.

The Kyrgyz leader also emphasized the necessity to put into effect as soon as possible the remuneration of persons who reported facts of corruption and corruption crimes against the interests of the people and the state and suggested to create a specialized fund under the Ministry of Finance, from which one-time monetary remuneration should be paid to persons who reported a corruption offense on the basis of a judicial act that has entered into legal force.

“At present, our society needs a new ideology, namely the ideology of being an uncorrupted official, an uncorrupted businessman, citizens not to glorify corrupt officials and not to sell their votes,” the president said noting that parliamentary elections will be held honestly and with dignity.

“We will do everything so that every resident of Kyrgyzstan knows that his vote will not be stolen,” he said assuring that the authorities will take the most decisive actions to suppress such violations.

The Anti-Corruption Business Council was formed under the President of the Kyrgyz Republicin July 2021. The aim of the council is to improve the main directions of state policy in the field of anti-corruption, ensure an effective dialogue between government authorities and civil society on anti-corruption issues, as well as create favorable conditions for business development, improve the investment climate and mechanisms of protection and support of the activities of business entities.
