Secretary of Kyrgyz Security Council meets with heads of NGOs involved in combating corruption

Bishkek, Oct. 4, 2018. /Kabar/. Secretary of the Kyrgyz Security Council Damir Sagynbaev held a working meeting with leaders of non-governmental public organizations active in the field of combating corruption.

Issues related to measures taken by the Secretariat of the Security Council of Kyrgyzstan to combat corruption in state bodies of Kyrgyzstan were discussed at the meeting, the press service of the Kyrgyz President’s Office reported.

The leaders of non-governmental associations spoke about problems that, in their opinion, hinder the effective implementation of the anti-corruption policy of the state.

In particular, the issues of corruption of judicial, supervisory and law enforcement agencies were raised. A number of existing problems in legislation were noted, such as discretionary powers, conflicts of law and the lack of a methodology for conducting effective anti-corruption expertise of drafts of normative legal acts. The problems that the business community faces in carrying out their activities in the form of extortion, “protecting the unscrupulous traders,” the importation of counterfeit products, arbitrariness and lack of professionalism were voiced.

Sagynbaev told the meeting participants about the measures taken by the Secretariat of the Security Council of the Kyrgyz Republic to prevent corruption in state bodies, as well as on the implementation of the decisions of the Security Council.

“These issues are under constant control of President Sooronbay Jeenbekov,” the Security Council Secretary noted.

Sagynbaev noted that, pursuant to the decision of the Security Council of the Kyrgyz Republic of February 8, 2018, measures are being taken that in the future will make it difficult for unscrupulous officials to use illegally acquired property with impunity.

For these purposes, experts of the tax service and the secretariat of the Security Council are preparing a package of regulatory legal acts aimed at improving legislation in the field of declaring expenses and incomes of persons holding political and state administrative posts.

As part of the fight against corruption in judicial, supervisory and law enforcement agencies, a number of regulatory legal documents aimed at their self-purification are also being prepared. A system of prohibitions and restrictions will operate in relation to these employees, allowing to identify unscrupulous employees of defense law enforcement agencies.

“One of the important components of a successful fight against corruption is to increase the transparency of the work of state bodies in conjunction with ensuring the transparency of decision making. Another important anti-corruption mechanism is evaluation and monitoring of the work of state bodies conducted by non-governmental organizations. Messages and information that non-governmental organizations provide in the form of alternative reports or appeals addressed to the President often reveal hidden corruption risks in the activities of authorities and “bring to light” corrupt officials,” Sagynbaev said.

The issue of unlawful suspension and termination of investigations in criminal cases initiated on the facts of official misconduct, including corruption and crimes in the sphere of embezzlement of state and municipal property was also discussed at the meeting.

“The prosecution authorities carry out an inventory of all criminal cases of official and economic crimes, as well as crimes in the sphere of embezzlement of state or municipal property, establishing the reasons for groundless suspension, termination or delay of the investigation. In the event of violations against the perpetrators, appropriate measures are taken, up to and including the initiation of criminal cases,” the Security Council Secretary stressed.

At the end of the meeting Sagynbaev called to report on all known facts of corruption to law enforcement agencies for action and to the Secretariat of the Security Council of the Kyrgyz Republic to analyze and develop additional mechanisms to stop and prevent corruption.
