Security Council: Transformation of Ministry of Defense to make it possible to more effectively meet new challenges

The transformation of the Ministry of Defense will make it possible to respond more effectively to new challenges and risks, First Deputy Secretary of the Security Council of Kyrgyzstan Zhanybek Kaparov told Kabar Agency, commenting on the presidential decree "On further measures to develop the management system of the Armed Forces of the Kyrgyz Republic."

According to the presidential decree, the Ministry of Defense is formed on the basis of the State Committee for Defense of the Kyrgyz Republic and the General Staff of the Armed Forces of the Kyrgyz Republic.

“Unambiguously, the transformation pursues another goal, because military affairs do not stand on one place. You all see that weapons are developing, methods of conducting military operations are developing, so we can say that we are pursuing a goal to meet new challenges," Kaparov said.

He explained that during the reform of the armed forces in 2013, Kyrgyzstan took the model of military command of one developed countries and disbanded the Ministry of Defense, there was only the General Staff.

“Then we did not take into account some points that emerged in the course of further work. Now we see that the model was not suitable for the generally accepted system of military command. This affected in the international arena. Because in the SCO, the CSTO, the defense minister is in charge of defense issues. In Kyrgyzstan the chief of the General Staff was dealing with defense issues. In the CSTO, the chiefs of the General Staff are the working body of the Ministry of Defense. Therefore, there were some incidental moments,” he noted.
