Bishkek, Mar. 15, 2019. /Kabar/. In Bishkek, today, March 15, international experts from Spain shared their best practices in combating drug abuse in the penitentiary system with their Kyrgyz counterparts.
The event was held with the participation of Taalaibek Nuraliyev, First Deputy Chairman of the State Service for Execution of Punishment (SSEP) of the Kyrgyz Republic and José Mate, regional coordinator of the U Action against Drugs and Organised Crime.
Experts Santiago Rodriguez and Silvia Alonso, who worked as prison managers, presented a report in which they talked about security, conducting operational search activities, programs to reduce the demand for drugs and rehabilitation in the penitentiary system of Spain.
According to them, about 59 thousand prisoners are serving sentences in prisons in Spain, almost every third of them use different types of drugs, mainly cannabis and synthetic substances. “The main goal of the penitentiary system, which is spelled out in the Spanish Constitution, is rehabilitation and social integration of convicts,” the experts said.
After the presentation, Taalaibek Nuraliyev, First Deputy Chairman of the State Service for Execution of Punishment, noted that the structure of the penitentiary systems of Kyrgyzstan and Spain is actually similar. “The main principle of the SSEP of the Kyrgyz Republic is the safety of our employees,” Nuraliyev said.
He noted the good technical equipment of the Spanish prisons, adding that there is a 5-year development program in the SSEP of the Kyrgyz Republic, which the government is ready to support, and according to it, it is planned to build a modern prison. “Here, the experience of Spain will be very useful,” the first deputy chairman of the SSEP added.
