Bishkek, Nov. 27, 2020. /Kabar/. In the draft Constitution, the status of the Russian language remains official, Urmat Amanaliyev, the head of the Foundation of the Constitutional Order and Local Government said at a press conference on Friday.
According to him, during the discussions there were proposals to deprive Russian of the status of official language.
"But we have maintained this norm. This article remains the same as it is written in the current Constitution," he said.
Head of the Constitutional Counsel’s Public Authorities section Bolot Toktobayev added there is no need to raise questions that have not yet been finally adopted.
"The final decision on the Russian language has not been made. It's early to raise a question when someone suggested it, if even the section, let alone the Constitutional Counsel has not made a decision. We’ll see,” he noted.
On Nov. 20, Acting President of Kyrgyzstan Talant Mamytov signed a decree, according to which the Constitutional Counsel was formed.
The Constitutional Counsel will discuss the concept of improving the foundations of the constitutional order; human and civil rights and freedoms; systems of state power; optimization and delineation of powers between the branches of government, as well as other issues arising from the above areas and as a result submit to the Parliament proposals on the draft law "On the Constitution of the Kyrgyz Republic".
The work of the Counsel is divided into three main sections:
- Foundation of the constitutional order. Sections related to local authorities will also be considered here.
- Protection of rights and freedoms of citizens.
- Public authorities.
