Why, then, the Tajik side does not agree to exchange territories, declare its peacefulness, but, on the contrary, chooses military pressure? This all speaks of a planned action, which may be part of a series of similar actions. This opinion was expressed by political scientist, member of the Kyrgyz Council on International Relations and Security (Kyrgyz Kenesh) Almaz Tazhybay, commenting on the conflict on the Kyrgyz-Tajik border.
The political scientist said that it is worth remembering that a month ago the sides agreed on the borders, but the Tajik authorities, through ex-officials, very humiliatingly gave our side an assessment of the compromise options for exchanging territories. In particular, about the head of the State Committee for National Security Kamchybek Tashiev. “Therefore, I think that the Tajik side was preparing earlier for this planned action. This is evidenced by the reports of our border guards about the deployment of troops by the Tajik side, the evacuation of women and children from the Vorukh enclave,” the political scientist said.
Speaking about the installation of video surveillance cameras at the Golovnaya water intake, the expert noted that this was a violation of previously reached agreements. “Note that 67% of water from the water intake goes to Tajikistan, and in principle, the volume that we have was enough for us. Therefore, this conflict falls entirely on the Tajik side,”sai Tazhybay.
The political scientist once again stressed that the Tajik side deliberately went to the violent development of events and used weapons, as a result of which there were many injured and several killed from the Kyrgyz side. “Of course, Kyrgyz border guards protected the population, property of our citizens and our territory. Unfortunately, the first stage of the armed conflict could not be stopped, and it could not have been stopped due to the fact that the strategy of Rakhmon and the leadership of Tajikistan is aimed at a long-term conflict. Namely, to annex Vorukh with a population of many thousands of Tajikistan to the state, thereby cutting off the Leilek region from Batken Oblast of Kyrgyzstan. Therefore, strategically they went for it and hoped that we would have a hearth like in Nagorno-Karabakh,” the political scientist noted.
The expert said that it is interesting that Tajikistan did this exactly when the meeting of the heads of delegations of the Collective Security Treaty Organization (CSTO) member states was held in Dushanbe, Maripov was in Kazan, and Kamchybek Tashiev left for treatment. “They were very well prepared, even their intelligence was working here, and it was at that moment that they started their action insidiously. Therefore, it is very sad,” said the member of the Kyrgyz Kenesh.
Almaz Tazhybay also drew attention to the fact that there is an information war in Tajikistan, and that Batken Oblast allegedly belongs to them. “And they start dividing the 1927 map. But if we follow the logic, then Murgap and other parts of Tajikistan should go to our side. That is, this is another question,” the expert said.
Speaking about regulation and stopping further escalation at the border, the representative of the Kyrgyz Kenesh noted that it is necessary not to forget that we need to prepare for the worst. The reason, according to Tazhybai, is that it will be a protracted conflict. “The authoritarian rule of Rahmon, who has held his people under oppression for almost 30 years, needs uniting. Therefore, he needs to find an enemy from the outside. And for some reason we have become this enemy, and we will not allow Uzbekistan, with which Tajikistan also has problems in the borders. But in terms of parity relations Tajikistan loses to Uzbekistan and therefore they considered Kyrgyzstan weaker in the region to attack. And thus to strengthen their authoritarian power,” the political scientist said adding that this will not end well and that everything is being done to the detriment, first of all, of the people of Tajikistan.
The representative of the Kyrgyz Kenesh points out that due to authoritarianism and restraint of the information field and censorship, the Tajik authorities have been conducting such propaganda for several years about the allegedly primordial belonging of Kyrgyz lands to the Tajik side.
