Taxes should not be burden for people. President instructs to reduce taxes

“Taxes should not turn into an excessive burden for the people,” President Sadyr Zhaparov's statement was published by his press secretary Askat Alagozov. At a meeting with Chairman of the Cabinet of Ministers Adylbek Kasymaliyev and Head of the State Tax Service Almambet Shykmamatov, the Kyrgyz leader instructed to analyze the introduction of electronic bills of lading (EBL) and consider the possibility of using this mechanism only for large goods.

The fact is that the notorious EBLs have created big problems for small businesses. Digital administration turned out to be not very convenient for entrepreneurs, and not everyone was able to master it. Naturally, this made reporting more complicated, which led to disagreements and misunderstandings between representatives of the trade sector. Employees of controlling bodies, guided by the strict requirements of their superiors and the need to fulfill the plan for collections, began to squeeze the business. Moreover, when dubious schemes of work with EBLs on alcoholic beverages were revealed, in which, as it turned out, the former leadership of the State Tax Service was involved, it became obvious that the situation in the tax administration sector was very unhealthy.

Press secretary of the president Askat Alagozov noted that Sadyr Zhaparov has up-to-date information about the problems arising in the activities of people engaged in trade in large and small markets, stores throughout the country. In this regard, the head of state emphasized the expediency of developing a fiscal policy, which will not become an additional burden on the people and will not increase the share of shadow economy.

Announced changes quickly enough transformed into real proposals, they were voiced by Almambet Shykmatov at the meeting of the parliamentary committee. In his opinion, out of thirteen thousand types of goods, EBLs should be left only for five, these are - oil products, cigarettes and tobacco, alcohol, medicines and medical products.

“All other goods will be exempted from EBL. Tax administration should be convenient, not burdening and understandable for all market participants. It is important that when developing new systems and measures, we actively take into account the opinion of business in order to create more favorable and effective conditions for its development. In the end, we must learn to hear the needs and problems of business, and not only strive for strict control and regulation”, the head of the Tax Service emphasized.

Almambet Shykmamatov believes that EBLs were introduced in Kyrgyzstan without sufficient analysis. The methodology and the very concept of this system cause a lot of fair criticism on the part of business representatives, especially small and medium-sized businesses. The procedure was introduced with many innovations, and they were not thought through. “EBL was introduced without analysis, and only for this we should hold those responsible accountable. EBL was introduced wrongly, I will say this on any platform. Who did it, how it was done, what is populism, I will also answer that. How does the economy grow? The economy is developed by the people,” the head of the Kyrgyz Tax Service stressed.

The government is aimed at reducing the tax burden and simplifying the administration of payments. Steps have already been taken to abolish VAT on vital drugs. Meanwhile, which is no less important, their list is planned to be expanded to include drugs for hemodialysis, treatment of hepatitis and other dangerous diseases. The Ministry of Health is currently working on updating the register.

Along with this, the new head of the Tax Service proposes to ease the burden on motorists, who after the introduction of tax on road construction in the form of one som per liter of purchased fuel, now pay twice for the same thing.

“Here even a student will understand, you don't need to be an economist. We take two taxes from one pocket: one for transportation and one for gasoline. We need to remove one tax. I say we should remove the tax on motor vehicles, because the tax on motor vehicles does not go to the road, it goes to the general treasury. And from gasoline - directly to the Road Fund”, - explained Almambet Shykmamatov.

Business community representative Mikhail Khalitov said efforts to clean up the tax system are welcome. “I really hope that this time we will be able to avoid mistakes similar to those made during previous reforms. At that time, only tax officials and accountants were involved in the development of the legal framework, which can be said to have invented their own work, expanded their powers, completely forgetting about the interests and opportunities of entrepreneurs.

The statements made the day before in the Jogorku Kenesh imply a completely different balanced and thoughtful tax policy. The fact that our tax inspection has so far dictated the way the economy should develop is a paradox and nonsense. As a result, we have a regulated, complex and incomprehensible system of administration. EBL can also be attributed to innovations, which, having created difficulties for business, have also given rise to corruption.

So, revision of methods of work in this area, reducing the tax burden on business and citizens - these are extremely important fundamental things, which were emphasized by President Sadyr Zhaparov. We still have to come to the point where the rules of the game and interaction between the state and entrepreneurs will be determined and established by competent economists who see the prospects for the country's development, and not just tax specialists and accountants,” Khalitov said.

Experts say it is important for Kyrgyzstan not just to preserve business, but to create simple and clear rules that will enable entrepreneurs not to survive, but to expand their opportunities and scale their activities. Our country is facing great challenges, so a business that is firmly on its feet can participate in the development of industrial production and significant infrastructure projects. A healthy business environment is an important factor of stable economic growth.
