Bishkek, Jan. 30, 2018 / Kabar /. Today in Bishkek the first conference dedicated to Open Government, devoted to discussion of mechanism of interaction between state authorities and civil society for preparation of the National Action Plan on Open Data is taking place, the adviser of the Prime Minister, Gulnura Toraliyeva informed Kabar News Agency. She said that Kyrgyzstan joined the initiative of the Policy of the Open Government in Nov. 2017.
"Under the procedure, all countries that have joined the Open Government Policy must submit a work plan in four areas. Kyrgyzstan has chosen the following areas: open data, transparent public procurement, affordable and effective public services and transparency of the mining sector. We have now started working on a large component, it's called Open Data. We developed an action plan and selected 12 pilot ministries where the data will be opened," she explained.
That is, according to Toralieva, this is referred to the data that are in state agencies and are provided on a free basis without restrictions.
"The most important datas are cartographic information, statistics information, budget, demographic information, etc. That is, these are the data that will help businesses develop their applications. For example, in Russia, business used data for public transport. And thanks to this, during the year the economic effect amounted to 58 bln rubles," she added.
Gulnura Toralieva stressed that work on Open Data will have a huge economic impact.
"This is a work that benefits all interested sides. The state benefits through transparency system that will reduce the level of corruption. Further, the business can study the situation in detail before investing funds. Civil society actively uses open data for public control and openness. Citizens benefit from living in an open state where applications can be used to facilitate their lives," the Prime Minister's adviser said.
