The total capacity of renewable energy sources (RES) in Kyrgyzstan is expected to be about 300 megawatts of electricity, Chairman of the Cabinet of Ministers-Head of the Presidential Administration Akylbek Zhaparov said during the National Forum "Kyrgyzstan's Transition to Sustainable Energy: Barriers and Solutions".
He added that the Ministry of Energy of Kyrgyzstan issued certificates for the construction of 48 RES facilities in the country.
"Thus, their estimated total capacity will be about 300 MW," Zhaparov said.
The head of the Cabinet noted that today the construction of several small hydropower plants, in particular Bala Saruu - 25 MW in Talas Oblast, Orto Tokoi - 21 MW in Naryn Oblast and Kara-Kol - 18 MW in Jalal-Abad Oblast has already begun.
"The Ministry of Energy has initiated and submitted for public discussion a new version of the draft law "On Renewable Energy Sources", which will eliminate barriers to the launch of renewable energy sources.
In particular, the draft proposes to eliminate the requirements for capacity quotas, licensing of activities for the sale of electricity, holding a tender, subjects of RES will be exempt from income tax and for them will be extended preferential payback period of up to 15 years. In addition, in order to carry out regulatory and legal reform in the development of RES, a working group headed by Deputy Prime Minister Aziz Aaliyev was formed to inventory the legal framework, " Zhaparov explained.
