Bishkek, Nov. 1, 2018. /Kabar/. The National Strategy for Sustainable Development 2040 (NSSD) has already been adopted, now it remains to solve the necessary personnel, legislative, financial and management issues, President Sooronbay Jeenbekov told at the meeting with the donor community.
The President noted that without specifics, it is impossible to determine the extent of funding, and therefore, internal and external sources for the implementation of any Strategy.
“The NSSD 2040 involves the phasing of strategic horizons, which consist of several medium-term periods. In the strategy, a separate block outline development priorities until 2023, as the first phase,” he said.
Jeenbekov said that for the first phase of the Strategy, almost all issues were concretized to the level of individual tasks or projects.
Thus, one of the main tasks, according to the President, is the establishment of a fair judicial system.
“This is a guarantee of citizens' confidence in their future, political stability, economic development and investors’ trust. The ongoing reforms in the judicial-legal system will ensure the protection of the person and his legal rights, guarantees the inviolability of private property. We adopted a good package of legislation and many of you took part in its development. The challenge now is to adopt these codes and tasks. In addition, we will have to create an automated register of crimes and misdemeanors, a probation institute, digitalization of the judicial and law enforcement system, and create the necessary infrastructure,” the country leader added.
The President noted that in order to increase the confidence of citizens and businesses in the judicial system, by 2023, transparency and accountability of the courts will be fully reached.
“This will be done by providing public access, publishing draft resolutions and other decisions of the judicial system of public importance. Online broadcasts of court hearings will be launched, which will make the decisions of judges impartial and will increase people's confidence in the judiciary. Along with this, special attention will be paid to the development of the economy. The key priorities for this period are energy, processing and mining, light industry, agriculture and processing of agricultural products, tourism,” he added.
Jeenbekov said that in order to increase the export potential of the country, the agro-industrial sector will be developed.
“The energy sector is planning a large-scale reconstruction and modernization of the existing generating facilities. We will develop energy infrastructure, including the implementation of the CASA-1000 project, which will start functioning in 2021, will be continued. In addition, it is planned to launch such infrastructure projects as the construction of the China-Kyrgyzstan-Uzbekistan railway, the construction of Kambaraty-1, the construction of the Kyrgyzstan-China gas pipeline. Attention will be paid to the development of information technologies in all spheres of society, in all sectors of the economy, as well as in the work of state bodies,” Jeenbekov said, and added that the Tunduk project is being launched, which is aimed at uniting all state bodies.
