Tashkent, Aug.20, 2019. /Kabar/. The U.S. Department of State included Uzbekistan among the 67 countries that do not meet the minimum fiscal transparency requirements, the annual report of the U.S. State Department on fiscal transparency said.
Along with Uzbekistan, Azerbaijan, Turkmenistan, Iraq, Pakistan, Saudi Arabia and others do not meet the fiscal transparency requirements.
Among those who meet the requirements are Georgia, Armenia, Moldova, Turkey, Poland, Slovakia, Afghanistan, Kyrgyzstan and others.
“An annual assessment of the fiscal transparency of governments, receiving U.S. aid ensures that U.S. taxpayers' finances are used properly,” the report says.
The publication of the budget for citizens and especially the fact that it is available online are among the positive developments in Uzbekistan.
However, the report’s drafters note that following indicators remain unclear:
- The structure of debt obligations, especially of state-owned companies;
- There is no information on expenditures of ministries and other authorities;
- There is no detailed information on revenues from natural resources;
- The criteria by which the government enters into mining and other contracts are not clear.
