Bishkek, Nov. 30, 2021. / Kabar /. The process of summing up the results is going on in accordance with the legislation, the Central Election Commission (CEC) of Kyrgyzstan reported.
The CEC publishes data on voting in a tabular form for easy reading, so that it is fully understandable to the general public. Inside the green square, you see the server located in the CEC and the scanned ballot boxes. After 20:00, the precinct election commission prints out the final report of the scanned ballot boxes in the presence of all members of the precinct election commission and observers. At the same time, data from scanned ballot boxes is automatically sent to the server after the completion of printing of the final report of scanned ballot boxes.
The server automatically publishes data on the website of the Electoral Informational System (EIS) of the CEC, marked with a red square. The CEC specialist mistakenly doubled the figure (a mechanical error when writing the calculation formula) when publishing the voting data, obtained from the scanned ballot box, on the EIS website. But after a while, the CEC specialist corrected the formula in the data visualization. At the same time, data remains unchanged in the scanned ballot box and in the main system. This system does not fail. It works fine today. This mistake was the same not only for the parties that did not pass, but for everyone.
The CEC notes that no one has access to the scanned ballot box, the system, the server and even if someone wants to enter it, there is no access. It is an automated information system.
Human factor intervention is impossible. The server publishes only voting data obtained automatically and contactlessly from the scanned ballot boxes. More precisely, its role is to publish preliminary voting results immediately after the completion of the elections on the EIS website. And the final exact result will be announced only after manual counting.
According to the electoral legislation, the official results are summed up after manual counting. At the same time, the result obtained by the server from the scanned ballot box does not differ much from the result obtained after manual recalculation.
This is due to the fact that there are cases when observers and precinct election commissions consider the ballots valid, which the scanned ballot box recognizes as invalid. Because, if the voters put the mark beyond the bounds of the square, the scanned ballot box will annul it.
If the precinct election commission and observers recognize the ballot as valid, then the ballot is counted and an appropriate act is drawn up, which is signed by all those present.
Manual counting is carried out openly, publicly in the presence of observers of candidates, parties and public organizations.
We have nothing to hide. And we say to politicians who say that the CEC will change ballot papers at night: we have only 31 thousand members of election commissions throughout the country. There are also your representatives among them.
Imagine that 31 thousand people run around with ballots and throw them up. This is absurd. Nowadays, every slightest action is instantly known. Let's not doubt each other. Each vote belongs to the voters themselves by 100 percent. We will ensure this in full, the report said.
