Bishkek, Mar. 26, 2019. /Kabar/. President of the Russian Federation Vladimir Putin is to arrive in Kyrgyzstan for his first state visit on Thursday, March 28. The date, plans and expectations of the upcoming meeting of the leaders of Kyrgyzstan and Russia in Bishkek have been discussed for a long time and have not yet been fully disclosed. Head of the Department of Foreign Policy of the President’s Office of the Kyrgyz Republic Daniyar Sydykov shed light on issues of interest to the public, speaking at a special press conference at the Kabar News Agency.
Purpose of the upcoming visit
The state visit of Russian President Vladimir Putin to Kyrgyzstan will take place at the invitation of head of Kyrgyzstan Sooronbay Jeenbekov on March 28 of this year.
Its political significance, as noted by Sydykov, lies in the need to deepen the Kyrgyz-Russian relations, alliance and strategic partnership, strengthen friendship and promote economic projects.
What will be discussed?
The substantive content of the state visit of the Russian leader, according to Sydykov, will include exchange of views on topical issues of the cooperation, including:
- in creating favorable conditions for raising the level of the trade and economic cooperation by ensuring favorable foreign policy conditions;
- in deepening the military and military-technical cooperation;
- in promotion of joint projects in the field of infrastructure construction, transport, communications, energy, agriculture, development of the agro-industrial complex;
- in settlement and discussion of a number of topical issues of the cooperation;
- in creating favorable conditions for citizens of Kyrgyzstan in Russia, as well as facilitating migration registration procedures for them.
Is there any specifics on the topics of discussion?
It is too early to talk about specifics on each of the generalized topics, as Sydykov emphasized, because their spectrum is still being corrected. But at the same time, he informed, the dialogue between the presidents would not concern the topic of the possibility of opening the second Russian military base.
As for the construction of Verkhne-Naryn HPP cascade, head of the Department for Policy of Strategic Development, Economics and Finance of the Kyrgyz President’s Office Daniyar Imanianiev told that the matter will not be mentioned in the talks either. But the sides will discuss the possibility of cooperation in construction of other small power plants in Kyrgyzstan.
Initiatives of the sides in the context of the visit
Speaking about the topic of migration, the head of the Department of Foreign Policy recalled the initiative of the Russian side to introduce a “migration amnesty” for citizens of Kyrgyzstan staying in Russia.
“In preparation for the state visit, the Russian side decided to launch the second stage of migration easing for our citizens until April 22: those who violate minor legal conditions of their stay in the Russian Federation can take advantage of the opportunity to leave the Russian Federation before April 22 of this year, thereby updating the state of their stay,” Sydykov said.
He also recalled that previously such an opportunity had already been provided to citizens of Kyrgyzstan staying in Russia, and about 100 thousand Kyrgyz people were able to take advantage of it, significantly reducing the “black list” of the Federal Migration Service of the Russian Federation.
Package of documents
According to Sydykov, a very substantial package of documents is being prepared for the completion of the bilateral dialogue between the leaders of Kyrgyzstan and Russia.
“Today, the process of negotiations and coordination of this package are still underway. Both sides are focused on ensuring that it is as substantial as possible and includes interstate, intergovernmental, interdepartmental and interregional agreements,” the head of the Department of Foreign Policy said.
At the moment, according to Sydykov, about 30 bilateral agreements of various levels are expected to be signed.
Expected Outcomes
The state visit of the Russian president to Kyrgyzstan, according to Sydykov, will allow:
- to bring the relations between the two states to a new qualitative level of alliance;
- to determine the prospects for the participation of the Russian side in large infrastructure projects of Kyrgyzstan;
- to increase the level of partnership and mutual trust and deepen cooperation in various fields;
- to strengthen and expand the foundations of the cooperation.
