Bishkek, Sept. 30, 2020 / Kabar /. The election campaign, which has started on Sept. 4 is coming to the end in Kyrgyzstan. The parliamentary elections will be held this Sunday on Oct. 4
In total, sixteen political parties are fighting for seats in the Kyrgyz Parliament.
Among them five are new parties and the rest have already participated in various elections and have some experience.
The most experienced and famous parties, which have already participated in elections are: Ata-Meken, Kyrgyzstan, Respublika, Bir Bol, Butun Kyrgyzstan and Political party of the Veterans of the war in Afghanistan, which was part of the Jogorku Kenesh long time ago, when the Parliament in Kyrgyzstan was bicameral. In addition, this list can include Zamandash and Meken Yntymagy parties, which participated in elections several times, but failed to win.
Two parties Birimdik and Mekenim Kyrgyzstan, though has no experience in major elections, but participated in some local elections.
The new parties, which were formed recently and took part in elections for the time are: Yiman Nuru, Chong Kazat, Reforma, Social Democraty political party, Ordo and Mekenchil political party.
Experts of Kyrgyzstan forecast that these new parties have no chances to enter the Parliament. Expert Mars Sariev said that such parties as Birimdik, Kyrgyzstan and Mekenim Kyrgyzstan likely can become a part of the Jogorku Kenesh. At the same time he said that Ata-Meken, Bir Bol and Butun Kyrgyzstan also have good chances to win the elections. He also supposed that may be Zamandash also can enter the parliament.
The expert characterized the election campaign as normal. He told Kabar News Agency that good and equal conditions are formed for all the parties and it is very important.
The recent study conducted in Kyrgyzstan shows that 31% of voters said that the content of the political association's program will most of all influence their choice of the party, while 24% of voters said that they will rely on the list of candidates when making a decision.
In general, parties offer in their programs the development of the country, but each party sees the path to development in its own way.
For example, Ata-Meken party’s program focuses on the development of industry and manufacturing.
The goal of the Birimdik political party is to build a welfare state that ensures a decent life and free development of citizens by developing an economic program that would contribute to the modernization of industry, energy, agriculture, construction, transport, overcoming the raw material nature of the economy, the development of entrepreneurship and private business.
Mekenim Kyrgyzstan party aims to build a socially oriented state with a developed market economy and called its direction as social-liberal. The party also aims to transform Kyrgyzstan into an IT hub that will connect Central Asia, Europe, Asia and the Middle East. And the most interesting in the program is that the party aims to bring Kyrgyzstan to get into the top 20 in Doing Business rating by 2025.
Bir Bol also promised to include Kyrgyzstan into the top 30 countries in the World Bank's Doing Business rating by 2025. In addition, the party promised to carry out fiscal reform, increase GDP by 2 times and reduce the country's budget deficit to 3%, to increase the share of small and medium-sized businesses in the economy to 70%, to reduce the cost of maintaining the state apparatus by 70% and to do double the salaries of medical workers, teachers and professors.
To increase the effectiveness of the state, Butun Kyrgyzstan party intends to initiate an effective administrative reform, establishing the number of civil servants on the basis of optimal sufficiency. The party also stresses the strategic development of mountainous and remote regions.
Zamandash declared its intentions to pursue and support a policy aimed at building and consolidating a truly independent Kyrgyzstan - a state with a free society and a developed innovative economy, a state with an ecological agricultural complex. Zamandash focused on the development of IT: the creation of a park of IT technologies, the development of applied science and venture business, the production of high-tech products.
Yiman Nuru suggests five directions in its program: fair and personalized distribution of subsoil and resources of the country, equal starting opportunities for youth in education, changes in the banking system in Kyrgyzstan, create jobs by launching ten thousand start-up investment projects, to change legislation on courts.
Many parties declare the need for reforms, including reforming the state structure and administration.
Reforma party aims immediate and cardinal reforms almost in all spheres: constitutional reform, reform in public administration, reform of judicial system, reform of police, education, health care systems.
Kyrgyzstan party’s program envisages reforms in such areas as the economy, social, public administration, foreign policy and the judicial system. The party members believe that the planned changes will have a beneficial effect on the lives of ordinary citizens.
Respublika also proposes constitutional and administrative territorial reforms and change the current system. The party wants to abolish the institution of the president and completely switch to a parliamentary form of government.
Social Democraty political party also wants changes in the government system and to form a parliamentary, not a presidential republic by abolishing the office of the president in the country from 2023 or to reduce his powers to a ceremonial status. The party members also wants reform of law enforcement and judicial bodies.
Mekenchil political party also suggests constitutional reform, reforms in education and healthcare systems, as well as administrative-territorial reform. The party also promises to solve the border issues, stop corruption in customs and increase the size of pensions and benefits by 100 percent.
Chong Kazat party proposes revival of the national ideology, lustration of all branches of government, change of economic strategy, protection of the environment and constitutional reform. The party promises to cut the number of deputies in the Parliament up to 70.
Political party of the Veterans of the war in Afghanistan also promises to carry out reforms in the areas of education and health. The party also offers its own vision to eradicate corruption and also one of the main goals of the party is to provide people with affordable modern housing.
Ordo political party offers a new model of the structure of the Kyrgyz state and society and systemic transformations.
The program of Meken Intymagy party is focused on protecting the interests of the national economy, taking into account the geographical, natural-climatic and human resources of Kyrgyzstan. The party suggests to actively develop such spheres as tourism, education and health care, market of services and production.
In general, all the parties want to see Kyrgyzstan prosperious country with developed economy, education, health care systems, fair and tranparent judicial system and its citizens reach a level of a good life.
