President of Kyrgyzstan Sadyr Zhaparov is on a visit to Russia. Many significant meetings have been held during the visit, and one of them was held with the Kyrgyz people living in the Russian Federation.
“My goal is to solve the existing problems of our people, provide jobs and a decent life for all citizens of Kyrgyzstan, as well as create favorable conditions for the return of compatriots working abroad to their homeland,” said President of Kyrgyzstan Sadyr Zhaparov.
Zhaparov noted that he is making his first visit as head of state to the Russian Federation, since the countries are linked by a historical and cultural community, as well as long-standing friendly relations. He said that the common interests of the two countries affect political, trade and economic, cultural, humanitarian and many other areas.
The head of state spoke about the results of the meeting with Russian President Vladimir Putin, during which the issues of Kyrgyz workers in Russia were also discussed.
Sadyr Zhaparov noted the significant contribution of Kyrgyz citizens working abroad to the economic and social development of the country.
The president said that one of the main tasks of the state should be the protection of their interests and all-round support, stressing the need to strengthen work in this direction.
“This visit to Russia is generally of great importance. First of all, for the head of the Kyrgyz state himself. It is important to literally assert himself in the role of the leader of the country, the leader of the Kyrgyz people. This is first. Secondly, it is necessary to show an important ally, which is Russia, that the new government has not come to pursue its own interests, but is ready for real work. As for meeting with compatriots, they are extremely important. The main thing is to prove that Kyrgyzstan itself is ready to create the most profitable and comfortable working conditions for the local population. The growth of migration in recent years has subsided a little, but still remains high. This is a social problem, a problem that has not been resolved at a high level for a long time already,” Russian political analyst Mark Antonov said.
According to the expert, many large-scale industries should be immediately revived so that the people can work and feed their families without leaving their homes. “The support of those who for various reasons decided to leave for Russia is also necessary. Every citizen of his country should feel needed, no matter where he is at home or abroad. Sadyr Zhaparov is decisive and consistent in the direction of strengthening the ties of relationship. He is trying to build a new mechanism that would tie the people of the Kyrgyz Republic into a single whole,” Antonov said.
It should be emphasized that at a meeting with compatriots, Zhaparov said that in this regard, he was one of the first to sign a decree "On the adoption of measures aimed at improving the migration situation."
Sadyr Zhaparov also informed that the agreement on pensions for workers of the EAEU member states entered into force on Jan 1, 2021, and from January 2022, it will be possible to apply for a pension while in Russia.
At the same time, the president stressed that the work experience in other EAEU countries is also taken into account, the systems of documents and certificates are being integrated between the countries of the Union.
During his speech, the head of state focused on the existing problems of migration registration, which arise as a result of the refusal of homeowners to register foreigners in order to evade taxes. “Kazakhstan has good experience in this area - the so-called “notification procedure”: a citizen only sends a message to the state body about the place of arrival and work, after which he is registered. We will make a proposal to introduce a similar procedure within the EAEU,” Zhaparov noted.
